Tierney endured a hugely frustrating season last term under Gunners boss Mikel Arteta and appeared just 36 times for the North London outfit but mostly from the bench.
Arteta’s £30 million purchase of Ukrainian Oleksandr Zinchenko last summer greatly impacted Tierney’s first-team possibilities.
Newcastle United and Aston Villa are reputedly chasing the left-back's signature with his immediate future lying away from The Emirates.
Tierney left Glasgow's east end in 2019 for a Scottish record £25m and allegedly earns £120,000 a week and is on a contract until 2026.
It was under Rodgers that Tierney earned his move to the English Premier League but the possibility of a season-long loan deal could be mutually beneficial to all parties although it would require a substantial loan fee and a 'significant compromise' over wages.
Rodgers has been handed a significant transfer budget for his second spell in charge of Celtic by the hierarchy.
Any move for Tireney would be the ultimate big statement of intent, as he aims to maintain Celtic's dominance in Scotland.
Newcastle is currently viewed as the favourite to land Tierney, with Eddie Howe a huge admirer of the Scotland star.
Tierney has never hid his desire to play for Celtic once more in his career.

Meanwhile, Celtic striker Kyogo Furuhashi has refused to talk about speculation linking him with a reunion with Ange Postecoglou at Spurs.
The Premiership Player of the Year is back in his homeland for the summer and he joined Celtic team-mate Yuki Kobayashi at his former club Vissel Kobe's public training session alongside his hero Andres Iniesta.
The Celtic duo went to meet former Barcelona icon Iniesta who is expected to hang up his boots at the age of 39, after this weekend's game against Hokkaido Consadole Sapporo.
The attacker was quizzed about the possibility of a money-spinning move to Tottenham Hotspur but insisted that he was only focused on Celtic.
Kyogo said: "No comment. The future will bring what the future brings. I am only thinking about doing my best for the club I belong to now.
"It was great to see Andres. I said to him that it had been a long time since I had seen him and the rest of the conversation is a secret! He is the man who gave me the confidence to play football.
"He taught me many other things, such as how to play the game and to have belief in myself and because of him, I went to Celtic and achieved results.
"I hope to improve my technique and grow even more. I want Andres to enjoy it until his final match. I think a lot of people will want to send him off in a good way. Hopefully, his last match will be a win for Kobe. I will be there to see it myself."
